MARCH 26, 2000, FEDERATION MEETING MINUTES The meeting of March 26, 2000 was convened at 3:00 p.m. at the Kahala Recreation Center. 1. Attendance: Federation Chairman, Vice Chairman, Treasurer, and Secretary. The following clubs were represented: Diamond Heads ‘N Sides, Hayseeds, Pali Twirlers, Square Wheelers, and Tsunamis. 2. Minutes: The Minutes of the March 5th Meeting were reviewed. David Lemon requested that the 2000 Festival Report referred to in Paragraph 4.c.(1) of the March 5th Minutes be attached to and made a permanent part of the record of those minutes. It was unanimously agreed that this action be taken. A copy of said report is attached to these minutes. As of March 5th, the Festival showed a net profit of $3,281 which included the 30% club rebate of $1,371. Otherwise, no corrections were noted and the minutes were accepted as presented. 3. Treasurer’s Report: The Treasurer’s report was distributed for review. The balance in checking was $2,958.40 and the balance in savings was $1,837.08 for a total of $4,795.48. The Treasurer’s Report was accepted as submitted. Tat Tatsuguchi reported that he has been reviewing and reconciling past work to ensure continuity and accuracy. 4. Committee Reports: a. Advertising: Chairman needed. b. Social Calendar: Henry reported that the reformatted and updated Social Calendar would go out with the minutes of this meeting. Note: Please send any updates or corrections to Henry Staehle at henrys@inix.com , or telephone 672-3646. c. Recruiting: Chairman needed. d. Festival 2001: Appointment of chairman pending. 5. Correspondence: Letter received from the Rainbeaus and Belles and the U-Turners enclosing their dues for the year 2000. Dues have now been received from all clubs except one. 6. Old Business: a. Royal Aloha Medallion: Henry presented a draft of the proposed Application Form for the Royal Aloha Medallion. After some minor changes, the Royal Aloha Medallion Application Form was approved and will be distributed this month at club dances. b. Tax Exempt Status: Nothing new to report. It was noted that the Pali Twirlers is now tax exempt. Doug Warne offered copies of the paperwork submitted to aid in the Federation’s efforts to obtain its own tax exempt status. In the future, it is hoped that the Federation can serve as a tax exempt “umbrella” for its member clubs. c. All Oahu Dance: All Oahu Dances will continue to be held through June on the second Sunday of each month. Dates are available for club sponsorship of special dances. Proceeds from the dance go to the sponsoring club. Barbara Tatsuguchi said that the Pali Twirlers had agreed to sponsor the April dance. 7. New
Business
a.
Appointment of Chairman for Festival 2001: Henry announced that
Tim Voss had volunteered to be Festival 2001 Chairman.
There being no objections, Tim Voss was appointed Chairman of the
36th Hawaii State Festival. In
accordance with the new Constitution, Tim will report back to the
Federation Board for guidance and approvals.
Tim accepted the appointment. He
indicated that he had been working on a list of people to chair committees
and a rough budget based on last year’s expenditures.
So far, the following committee chairs have been filled: David
Lemon, Transportation Committee; Henry Staehle, Badges and Ribbons; Dan
Drumheller, Sound/Program; and Andy Scott, Advertising.
Barbara Tatsuguchi volunteered to chair the Clean-up Committee.

Letter Agreement with Clubs for Funding the Festival: David
explained that most of the funding for the Festival comes from
registrations, but that up-front money is derived from the 30% rebate
received from participating clubs’ special events of the preceding year.
This standing agreement with the clubs may be reviewed yearly. It
was generally agreed that this policy seems to be working.
After discussion, it was moved by John Zapotocky, seconded by Tim,
and unanimously carried to continue the policy of requesting clubs to
rebate 30% of their profits from special events to fund the following year’s
Festival, and that the agreement be reviewed each year.
Club representatives were requested to remind their clubs to review
the policy and report back at the next meeting.
Due to the fact that the fourth Sunday comes on Easter this
year, Henry suggested that the next meeting be moved back to April 30, the
5th Sunday of the month. It
was moved, seconded, and unanimously carried to change the next Federation
meeting to Sunday, April 30, at 3:00 p.m. at the Kahala Recreation Center.
d.
Hot Line: It was noted that the Hot line costs the Federation
$45 per month and the question was raised of whether it should it be
continued. The question of who
will take responsibility for the web site after Ken leaves was also raised.
David Lemon agreed to assume duties as Webmaster.
These matters will be discussed at the next meeting.

Square Wheelers and Hayseeds: Dark on April 10th, May 15th and May 29th. Clubs are dancing at Makiki District Park until further notice. c. Diamond Heads ‘N Sides Spring Fling: Friday, March 31, at the Ala Wai Palladium. Pre-rounds at 7:00 – dance 7:30 - 9:30 p.m., Ken Jordan, caller. d. Maui No Ka Oi Festival, Kahului, April 27-30: Elmer Claycomb and Bill Peters, callers, Freddie Loveless, cuer. e. 49th National Square Dance Convention, Baltimore, MD: June 2 – 24. Anyone planning to attend the National Convention is asked to contact David Lemon. Kim and David will be attending the Convention and will set up the Hawaii Display Table. f. USA West Square Dance Convention, Casper, WY: August 9-12. g. Perth, West Australia International Square Dance Festival, September 2000: Contact Dave Lemon at 456-8456 h. Cultural Dance Exchange and Tour of China, September 2000: Join Hawaii Dancers for a cultural exchange with Chinese dancers in Beijing and Lhasa (Tibet). There is a choice of two tours available: 10 days for $2500 and 21 days for $4500. Contact Ann Todd at 239-6325. 9.
