AUGUST 3, 2001 FEDERATION MEETING MINUTES

The July Federation Meeting, which was postponed from July 22, was convened on Friday, August 3, at 7:00 p.m., at the Red Hill Community Center.

1.      Attendance: Federation Chairman, Vice Chairman, Treasurer, Secretary and Festival Chairman.  The following clubs were represented:  Hayseeds, Pali Twirlers, Square Wheelers, and Tsunamis.

2.   Minutes:  The Minutes of the May 20th meeting were reviewed.  No corrections were noted and the minutes were accepted as submitted.

3.    Treasurer’s Report: The Treasurer’s report was distributed for review.  The balance in checking as of 7/26/01was $2,208.76, and in savings $1,577.45, for a total of $3,886.21.  The Treasurer reported that fixed expenses are below normal so far and we are keeping well within the budget.

4.    Committee Reports:           

2002 Hawaii State Festival: TimVoss reported that 41 local dancers and two mainland dancers have registered for the Festival, for a total of 43.

     (1) Volunteer Schedule: Response to the "Festival Signup Sheet" has been slow.  Volunteers are needed to serve as greeters, to help with the decorations on Thursday afternoon, and to clean up on Saturday night.

           (2) Special Events:

                  (a) Square Wheelers: Dave reported that the Square Wheelers are proceeding with plans for their "Aquarium Adventure" at the Waikiki Aquarium on Monday, January 21.  The $10 admission will include a tour of the marine exhibits, refreshments and dancing on the lawn from 7:00-9:30 p.m.   

                  (b) Pali Twirlers: The Pali Twirlers will hold their Luau by the Bay the same as last year.   

                  (c) Hayseeds:  The Hayseeds will hold their usual Wednesday night square and round dance event with local and guest callers.

                  (d) Tsunamis:  Arrangements are in place for the Whale Watching cruise on Sunday morning following the Festival.  Two callers have been invited to participate and have accepted.  A guarantee will be required but they have the option of backing out if there is not enough interest. 

5.    Correspondence:  (1) A few e-mail requests for registration forms and special event fliers have been received and have been answered.  (2) New address books have been mailed to Bill Yoeman and Deed Reimer of the Big Island and to Steve Strong on Maui.

6.    Old Business:

        a.  Federation dues: Henry reported that the Rainbeaus 'n Belles, the Hi-Low Plus Club and the U-Turners, from the Big Island have considered and support the proposed change in Federation dues to $7.50 per member per year to cover fixed expenses. A request for information regarding what the Federation does with the money was received and it was suggested that a letter be prepared containing the Federation's budget for the year, with reference to the Constitution as a resource.  Since the dues for this year have already been paid a decision on this matter will be held at the Annual Meeting next January.  Federation officers will continue to look for ways to reduce costs.   Input from all clubs is requested on this subject.

        b.  Telephone Hot Line: David reported that a usage evaluation by the Telephone Company of the Hotline shows an average of one call per day over a 30-day period.  We have now cut back from four mailboxes to one with three minutes of recording.  This cutback has reduced our cost from $44 to $29 per month.

         c.  Insurance: Doug reported that he wrote to United Square Dancers of America about the availability of liability insurance for Hawaii because they offer a better deal than the one we now have.  However, he received a letter back informing him that they won't extend the offer to Hawaii, so we are back where we started.

         d.   Web page: Dave reported that our Web page has had 3,161 visitors since the first of the year.  This appears to be a productive way of getting our information out and he suggested that we consider hosting our own domain name; i.e., squaredancehawaii.org at approximately $15 per month.

         e.  National Convention in Anaheim: This year's National Convention was somewhat smaller than usual with 13,067 attending. Hawaii's dancers reported having a wonderful time, with excellent callers and a more compact convention center.  The Federation officers were able to hand-carry sufficient Hawaii Visitors Bureau brochures, maps, posters and pineapple stickers to the Convention so that an attractive and well-stocked booth could be created and maintained.  David reported that he will summarize our efforts with the Hawaii Tourism Authority with the thought that they will further support us in the future by creating and shipping a professional display board to convention destinations.

         f.  Address Book:  Henry reported that the Address Book had been completed and distributed.

         g.  Hearing Enhancement Device:  David reported that the Maui Mixers had bought one of Bob Keller's hearing enhancement devices and Andy is using the other set at the Sunday night dances.

         h.  All-Oahu Dance:  The All Oahu dances are now defunct, but have been replaced by the Square Wheelers student dances from 6-8:00 p.m. and club dances from 7:30 - 9:30 p.m. on Sundays.  However, the Federation has applied for a Parks Dept. Permit for one Tuesday night each month, so the All-Oahu dances may be resumed in the future.  Joan of the Parks Department has said she will try to accommodate us, and the matter is pending.

7.    New Business:   

         a.  Change in date and time for Federation meetings:  After discussion it was agreed to change the Federation meetings to the last Friday of each month at 7:00 p.m. at the Red Hill Community Center.

         b.  Equal access to park facilities:  David Lemon reviewed his progress in attempting to get the Parks Department to provide fair and equitable access for all groups and organizations requesting use of the Ala Wai Golf Course Palladium.  He summarized the results of his ballroom monitoring and the shortfalls in the Parks Department's Application and Permit process.  David expressed concerns over the lack of a positive response to his formal requests and suggested that legal action may be required to correct the favoritism and discrimination apparent in the reservation process. After discussion it was moved, seconded and unanimously agreed to authorize David to inquire into an appropriate legal recourse, including the steps necessary to formally resolve the issues within the courts, to ensure equal access to the City's park facilities.  

         c.  Aloha Festival Marketing initiatives.  We need to create a plan of action and increase our efforts to attract dancers to our Festival.  August 15 is the deadline for placing ads in the American Square Dance Magazine and an ad should be placed in the Southwest Dancers magazine.  As in the past, letters need to be mailed to clubs and individuals who have previously attended our conventions and Canadian and Western States Square dance organizations should be sent letters, registration forms and flyers.  These efforts should be completed before the next meeting to be meaningful.  Links back to Hawaii on other Websites are also a possibility. David and Kim offered to subsidize the high cost of postage for these mailings.  Members who will be dancing on the mainland should be asked to carry and distribute registration forms and flyers to any clubs they may be visiting.

        d.  Federation Picnic:  The Federation picnic originally scheduled for Sunday, August 19 was cancelled due to its interference with Sunday evening student classes.  Dan has reported that Bellows is not available any Saturday in August or September.  David reported that the Wailuna Lodge at the top of Kaahumanu St. in Pearl City is available on Saturday, September 22 for a $5.00 cleanup fee and an additional $10 if we barbeque.  After discussion, it was moved, seconded, and unanimously agreed to reserve the Wailuna Lodge on those terms for that date. 

8.   Club Reports/Events: Future events are listed on the Web Page, recorded on the Hot Line, and printed in the Coming Events Flyer (remember, written or e-mail notes are requested to ensure accuracy).

         a.   Pali Twirlers: The Pali Twirlers will be hosting their Fall Fling on Sunday, October 28.

         b.   Square Wheelers and Hayseeds: Dave reported that the Square Wheelers signed up 31 paid students as a result of the Tenderfoot Dance in June, and 28 are still dancing.  Greeters and angels are needed from 6:00 - 8:00 p.m.at the Palladium on Sundays.

        c.   Federation Picnic: The Federation picnic and BBQ, formerly scheduled for Sunday, August 19th at Bellows was cancelled because of its interference with Sunday evening student classes.  It has been rescheduled for Saturday, September 22 at the Wailuna Lodge (top of Kaahumanu St., Pearl City)

        d.  Tsunamis: Tim reported that the Tsunamis will be hosting a special dance in February with Brent Lively calling.  More details will be reported at the next meeting.

       e.  USA West: The next USA West Convention will be held August 21-24, 2002, in Boise, Idaho.

9.    Next Meeting:  The next meeting will be held on Friday, August 31st at 7:00 p.m. at the Red Hill Community Center.

10.        Adjournment:  The meeting was adjourned at 8:05 p.m.
