Subj: August ‘97 Federal Meeting Minutes

The August 1997 Federation Meeting was convened at 1:00 PM on 10 August 1997 at the Kahala Community Recreation Center, Honolulu, HI.

ATTENDANCE: The Federation Vice-Chairman, Secretary and Treasurer were in attendance. The following club representatives where present: Aloha Paradise Dancers, Diamond Heads ‘n Sides, Hayseeds, and Square Wheelers. A total of 13 Federation members and guests were in attendance.

The Vice-Chairman opened the meeting and made welcoming remarks.

MINUTES: The minutes from the 13 July 1997 Federation meeting were reviewed. The minutes were approved as submitted.

TREASURER’S REPORT: The Treasurer’s Report was reviewed. Checking Account balance was $1,519.18 and the Saving Account balance was $5,122.87. The Treasure indicated that only 4 paid registrations have been received for the 1998 Convention. This is behind the amount for early registrations from last year.

CORRESPONDENCE: New correspondences were reviewed. The 47th National Square Dance Convention has requested Hawaii representation in the 1998 Convention Fashion Show. Ms. Sharon Gerdes was requested to coordinate an appropriate response for the Federation.

In response to a Hawaii Federation request, USA WEST Square Dance Convention Policy Board forwarded copies of their Constitution and By Laws for our review. Hawaii has been requested to join the USA WEST Alliance. There appears to be no financial costs to Hawaii for joining the alliance. Constitution and By Laws will be circulated to all representatives. A vote will be taken in October on a motion to join the USA WEST Alliance. Clubs with negative recommendations are requested to forward written correspondence to the Executive Committee so that a proper review of the issue can be conducted to ensure all information forming the decision is correct.

Hayseeds Square Dance Club forwarded a letter announcing Mr. David Lemon has been elected President and that Mr. Tim Voss has been appointed as Federation Representative. Mr. Bud Nakama would act as Alternate Federation Representative at the 10 August meeting.

COMMITTEE REPORTS: Convention Chairman reported everything was on track for 1998 without any significant problems identified. A Convention Committee meeting will be scheduled in the next two to three weeks.

The North Shore Twirlers’ proposal for a Convention Trail Out Cruise was reviewed. A discussion on the merits of Federation versus Club sponsorship was conducted. It was pointed out that Rule #9 of the Standing Rules requires the "Trail-In Dances during the week preceding the convention, and Trail-Out Dances during the week following the convention, shall be non-convention functions open to club sponsorship".

A motion was made by Mr. Zapotocky for "The Federation to support and encourage the North Shore Twirlers’ Sunday Cruise initiative, in place of the planned Sunday AM Beach Party Fun Dance, and that the cruise would remain the sole responsibility of the North Shore Twirlers and not be a Federation Sponsored Convention activity". Motion carried without opposition.

Constitution Rewrite: Mr. Lemon reported that Ms. Christine Lofberg completed the first draft of a rewrite of the Federation Constitution and By Laws. Mr. Lemon will complete an editorial review and forward to the Executive Committee for review.

State Roster: Tina Marie Jordan is continuing the development of the state Square Dance Roster. All clubs are requested to provide an updated roster to Mrs. Jordan no later than 1 September (sooner the better). Forward to: Tina Maria Jordan, 7238-D Okika Place, Honolulu HI 96818-4563.

SCHEDULED EVENTS: A summary of future events was presented.

Callers and Cuers Association will host a Tenderfoot Hobo Dance on August 10th at the Ala Wai Palladium. All newcomers are welcome. Angels are needed to lend a helping hand. Bring two canned vegetables, one for the stew and one for charity. No pork ‘n beans please. Donations at the door to help pay for the hall.

The annual Federation Picnic, hosted by the Pali Twirlers, will be held on Sunday Aug 24th at Bellows Air Force Base Beach pavilion. Kick off is noonish or sooner if desired. Swimming, games, and dancing for all.

Hot Foot Stomp will be held at Kilauea Military Camp on November 21 – 23 1997. Make your reservations early. On Oahu call 438-6707.

Strategic Planning Initiative: No further response was received from any Federation Clubs in response to the Executive Committee’s Strategic Planning Initiative. The plan to focus Federation resources (people talent) on three specific initiatives to increase Square and Round Dance activity apparently generated no club interest. Mr. Lemon indicated he was disappointed that the Executive Committee had failed to elicit Federation Representatives support and that the Representatives had not actively carried the initiative to their clubs. Mr. Lemon closed the initiative and indicated he would pursue other options to accomplish the objectives.

NEW BUSINESS:

A motion to change the September meeting time to 3:00 PM was approved.

A discussion on methods to improve Federation Meeting attendance was held. It was suggested that a mini dance be held in conjunction with the meeting. The voting policy was reviewed and the merits of permitting any member attending a meeting to vote on Federation issues was discussed.

A motion to approve the purchase of an advertisement in National Square Dance Directory for the 1999 Convention was approved. Ms. Yona Chock agreed to confirm the 1999 conventions dates of January 25 – 31.

CLUB REPORTS: Each Club Representative present was given an opportunity to present a summary report on their respective club activities.

Hayseeds and the Spares ‘n Pairs will combine for a Pizza Feast preceding the August 30th dance to be held at the Ala Wai Community Recreation Center. Bandstand will be dark. Dinner will be served at 6PM. Bring your own salad. $3.00 charge for dinner.

Spares ‘n Pairs class will meet at the Ala Wai Golf Course Palladium Ballroom at 7PM on August 21st and 29th due to a Bandstand conflict.

NEXT MEETING: The September meeting has been scheduled for Sept 14th at the Kahala Community Recreation Center. Meeting will convene at 3 PM.
