DECEMBER 28, 2003

Chairman David Lemon called the meeting to order at 5:22 p.m. on December 28, 2003, at the Ala Wai Club House.

1.  Attendance:  Federation Chairman, Vice Chairman, Treasurer, Secretary, and Henry Staehle, Festival Registrar. The following clubs were represented: Pali Twirlers, and Square Wheelers.

2.  Minutes:  The minutes of the November 30, 2003 meeting were unanimously accepted as posted.

3.  Treasurer's Report:  The opening balance as of February 1, 2003 was $872.07.  Income for the year is $13,548.96 and expenses are $3,861.61, leaving a balance on hand as of December 28, 2003 of $10,559.42.  Assets at the same time last year were $6,744.56. Cash Flow and Checking Register Reports were also distributed.  It was noted that the Federation is collecting Festival funds on behalf of clubs hosting special activities.  Disbursement of those funds, held in escrow, will occur on or about January 26, 2004. The Treasurer's report was accepted as presented.

4.  Committee Reports

    a.    39th Hawaii State Festival 2004

        (1) Registrar's Report:  Henry Staehle reported that 153 people have registered so far for the Festival. 94 have registered for the luau (including 8 comps) and 34 for the cruise.  Of those registered, 95 are from North America or Australia and 44 are local. Packet pick-up will be at the Sunday dance before the Festival from 6:30 - 7:30 p.m., and Monday from 4:00 - 6:00 at the Outrigger East Hotel. Others may be delivered to hotels as designated in confirmation letters.

                   (2) Chairman's Report:

  (a) Bars and Ribbons: 100 bars and 200 ribbons will be purchased for the Festival and last year's unused ribbons will be cut off and reused as needed.  Envelopes will be stuffed during the next couple of weeks.

 (b) Callers and cuers are bringing groups of between 30-40, including round, line and square dancers. Lines will be in one hall and rounds in the other.

  (c) Decorations: Hall decoration will take place on Thursday afternoon from 3:00 to 5:00 p.m. Dave noted that the Horizon Church has greenery baskets available and it was agreed that these may be borrowed from the church and that a $25 donation be given.

 (d) Community dance: The Community Dance has been moved to Saturday afternoon.  An effort will be made to get as much information as possible into the community 

 (e) Dance Program: A draft of the proposed program was distributed for review and comment. It was noted that two callers are scheduled for the mainstream hall and one for the Plus hall. The program is subject to change.  The Federation's Annual Meeting, with election of new officers, is scheduled for Saturday from 5:30 - 6:30 p.m., as usual, with the Grand March at 6:45 p.m.

(f) Photographer: Dave reported that he had been contacted by the photographer used at last year's festival who offered to provide his services again.  The Federation will receive $2.00 for each photograph taken (this amounted to $32 last year). It was agreed to retain him again this year. 

5.  USA West:  Tim Voss and Dave are working to finalize publicity in the Festival program for the USA West Hawaii Convention in 2006.

6.  Correspondence:  None, except a Christmas card from Hans of the Outrigger Travel.

7.  Old Business:  None

8.  New Business: 

     a.  Inter-Island airfares:  Dave reported that Aloha Airlines' Web fare is now $59 one way for Aloha Pass members if booked through its Web page. Membership can be obtained free of charge by signing up on the Web.  Early reservations for Neighbor Island Festivals are recommended.

    b.  Annual Election of Officers:  Dave announced that the election of officers to serve for 2004 will be held during the Annual Meeting in January. Forms will be distributed to clubs requesting that members submit likely names for nomination to each office. He noted that the current officers have been serving for many years and it is now time for other Federation members to serve on the board. The only skills required are foresight, planning and follow-through. Self-nomination would be welcome.

    c.  Federation Insurance:  Our insurance premium will probably be higher in 2004 and we need to make sure necessary funds are available. Last year's dues of $10 per member, which were tied to the insurance premium and administrative costs, covered expenses nicely. Dave suggested that the same plan be used for 2004.    

9.  Club Reports and Activities

    a.  Square Wheelers and Hayseeds:  Angels are needed to help at the Wednesday night classes being held at the Ala Wai Community Center from 7:30 to 9:30 p.m. The students are progressing nicely but angels are not coming out and they are badly needed.

                b.  Pali Twirlers.  Nothing to report.

10.  Next Meeting:  The next meeting will be held on Saturday, January 31, at 5:30 p.m. at the Ala Wai Golf Course Ballroom during the Aloha State Festival.

11.  Adjournment:  The meeting was adjourned at 6:30 p.m.
